Dead RAM chips (not simply bad) will cause the Otrona to fail to detect the card ("[" diag returns "x", CP/M & MS-DOS do not detect it).

Bad board has broken addressing logic.  Not sure of the fault precisely, RAM diag reports U66 as at fault, replacing chip with known good does not change outcome of test.
